New Government Fees in Indonesia: What Changed From 1 August 2026
From 1 August 2026, new government fees under the Indonesian Ministry of Law began to apply.

The changes are established by PP No. 30/2026 and affect, among other things, foreign-owned companies: PT PMA registration, changes to company documents, notifications through AHU, liquidation-related procedures, trademark registration, and some notarial procedures.

For business owners, this matters for one simple reason:
old cost estimates for incorporating a company, registering a trademark, or changing company documents may no longer be accurate.

A government fee is an official fee set by the state.

It is the same for everyone and does not depend on the agency, consultant, or notary.
However, the final cost of a procedure is not limited to the government fee.
It may also include notarial work, document preparation, structure review, and procedure support.
The Key Points in Simple Terms
From 1 August 2026, incorporating a PT PMA, registering a trademark, and completing some corporate actions in Indonesia became more expensive.

The most noticeable increase applies to companies with capital above IDR 5 billion.
For foreign-owned companies, this is especially important because a PT PMA is usually incorporated with an investment plan of at least IDR 10 billion.
Therefore, most companies with foreign capital fall into the category where the government registration fee increased the most.

What changed:
  • for PT companies with capital above IDR 5 billion, the government registration fee increased by approximately 4.5 times;
  • for companies with capital from IDR 1 billion to IDR 5 billion, the increase is smaller, at approximately one third;
  • trademark registration for standard applicants became approximately 56% more expensive;
  • trademark renewal also became more expensive;
  • some changes to company documents, AHU notifications, and company liquidation-related procedures now cost more;
  • for some notarial procedures, government fees increased by more than three times.

At the same time, the increase did not affect all services.
The following remained unchanged:
  • registration of companies with capital up to IDR 1 billion;
  • registration of PT Perseorangan;
  • annual corporate report filing.
The main conclusion:
if you plan to open a PT PMA, register a trademark, or amend company documents, the cost should be recalculated using the new tariffs.

02
What Changed From 1 August 2026
From 1 August 2026, Indonesia began applying new tariffs under the Ministry of Law.
They relate to official government fees for certain legal and registration actions.

For businesses, four areas are usually the most important:
  • registration of PT and PT PMA companies;
  • amendments to company documents;
  • notifications through the AHU system;
  • trademark registration and renewal.

For foreign-owned companies, the main issue is PT PMA registration.

A PT PMA usually belongs to the category of companies with a large investment plan.

Therefore, when incorporating such a company, it is necessary to consider not only the consultant’s or notary’s service fee, but also the official government fee under the new tariff structure.

If the cost estimate was prepared before 1 August 2026, it should be updated.
03
What a Government Fee Means in Simple Terms
A government fee is an official fee paid to the state for a specific action.

For example:
  • company registration;
  • amendment of the articles of association;
  • AHU notification;
  • trademark registration;
  • trademark renewal;
  • certain notarial procedures;
  • actions related to company liquidation.

This fee is not payment for the work of an agency.
  • It is not payment for the work of a notary.
  • It does not depend on who handles the procedure for you.

If the state sets a new tariff, it applies to everyone: notaries, agencies, consultants, and companies that submit documents independently.

At the same time, the final amount paid by the client usually consists of several parts.
What Is Included in the Final Cost
What It Means
Government fee
Official fee under the state tariff
Notarial work
Preparation and formalization of notarial documents
Document preparation
Collection, review, and preparation of the document package
Procedure support
Filing, status control, and responses to requests
Additional actions
Translations, checks, corrections, consultations, if required
For this reason, it is incorrect to compare only the government fee with the final cost of the service.
They are different parts of the same procedure.
04
How Registration Fees for
PT PMA Increased
The most significant change affects companies with capital above IDR 5 billion.

Previously, a lower government fee applied to such companies.

From 1 August 2026, registration of a PT with capital above IDR 5 billion became significantly more expensive.

For PT PMA companies, this is important in most cases.
A foreign-owned company in Indonesia is usually not incorporated as a small local business.
A PT PMA normally uses an investment plan that, as a general rule, is at least IDR 10 billion.
Therefore, most PT PMA companies fall into the category with capital above IDR 5 billion.
Company Category
What Changed
Capital above IDR 5 billion
The largest increase: the government registration fee increased by approximately 4.5 times
Capital from IDR 1 billion to IDR 5 billion
The increase is smaller but still noticeable
Capital up to IDR 1 billion
Based on the source information, the tariff did not change
For a business owner, this means one thing:
if you planned to open a PT PMA based on an old estimate, the amount may change.

This is especially relevant if the estimate was prepared before 1 August 2026 but the documents have not yet been submitted.
05
Why This Matters for Foreign-Owned Companies
For foreign nationals, the main question is usually not whether a company can be incorporated more cheaply.

The real question is which company structure can legally and practically support the business.

A PT PMA must match requirements related to:
  • foreign investment;
  • business activity codes;
  • address;
  • permits;
  • capital;
  • taxes;
  • roles of foreign nationals.

If the company is incorporated with an investment plan starting from IDR 10 billion, it usually falls into the category where the government fee increased the most.

Therefore, when calculating the budget, it is necessary to consider:
  • government fee;
  • notarial work;
  • preparation of corporate documents;
  • selection of business activity codes;
  • OSS registration;
  • NIB;
  • tax matters;
  • registered address;
  • possible licenses;
  • post-registration support.
The mistake is calculating only the old company incorporation price without considering the new government fees.
If a client compares a 2025 estimate with an estimate prepared after 1 August 2026, the difference may be caused not by the agency, but by an official tariff change.
06
What Changed for Companies With Capital From IDR 1 Billion to IDR 5 Billion
For companies with capital from IDR 1 billion to IDR 5 billion, the increase is smaller than for large companies.

The increase is approximately one third.

This matters for local companies and some structures that are not standard PT PMA companies with large investment plans.

However, for foreign-owned companies, this category usually has secondary importance.
Most PT PMA companies should still be calculated under the category above IDR 5 billion, because the investment plan of a foreign-owned company is usually higher.

If you are opening a structure other than a PT PMA, the capital category should be checked separately.
07
What Did Not Change for Companies With Capital Up to IDR 1 Billion
The increase did not apply to all registration actions.

Based on the source information, registration of companies with capital up to IDR 1 billion remained unchanged.

This is important for local businesses, but usually does not resolve the PT PMA question.
A PT PMA with foreign capital usually does not fall into this category because of investment plan requirements.

The following were also listed as unchanged:
  • registration of PT Perseorangan;
  • annual corporate report filing.

However, this does not mean that all actions for such companies remain unchanged.
If the company later amends its articles of association, changes data, registers a trademark, or goes through other procedures, the specific tariff for each action should be checked separately.
08
What Changed for Trademarks
From 1 August 2026, government fees for trademark registration and renewal increased.

For standard applicants, trademark registration became approximately 56% more expensive.
This matters not only for large companies.

If you open a PT PMA in Bali or launch a restaurant, villa management business, tourism project, agency, online service, clothing brand, cosmetics brand, café, school, wellness project, or another business, trademark protection should be checked in advance.

Trademark registration helps protect:
  • name;
  • logo;
  • commercial sign;
  • brand identity.

Without registration, you may face a situation where:
  • a similar brand is already registered;
  • someone submits an application before you;
  • a partner or former contractor tries to use the name;
  • the trademark becomes difficult to protect on marketplaces and platforms;
  • questions arise about rights to the name when selling the business.

Preferential tariffs for micro and small businesses remain.

However, if the applicant does not fall into a preferential category, trademark registration should be calculated under the new rates.
09
What Changed for Corporate Actions Through AHU
AHU/SABH is not needed only for the annual report.

Key corporate changes are processed through this system.

If the company’s access is blocked, problems may arise with registering:
  • change of director;
  • change of commissioner;
  • change of shareholders;
  • change of capital;
  • amendments to the articles of association;
  • other corporate actions.

For a PT PMA, this may affect:
  • banking;
  • investors;
  • sale of shares;
  • preparation of new documents;
  • immigration support for foreign nationals.

For example, the company urgently needs to change the director, update the shareholder composition, or amend documents before a bank review.

But access to the system is blocked because the annual report was not filed.
In that situation, the company will first need to resolve the annual report and access issue, and only then process the required changes.

This is why the annual report should be completed in advance, not at the moment when the company urgently needs to change corporate data.
10
What Changed for Notarial Procedures
For some types of notarial procedures, government fees increased by more than three times.

This does not mean that every notarial service became three times more expensive.
However, for some procedures, the official government fee changed significantly.

For businesses, this matters because many actions involving PT and PT PMA companies go through a notary.

For example:
  • company incorporation;
  • amendment of the articles of association;
  • change of shareholder composition;
  • change of capital;
  • shareholders’ meeting resolution;
  • corporate actions before AHU filing;
  • procedures related to company liquidation.

If an estimate included notarial procedures, it should be updated.
Old estimates may no longer reflect the actual cost of the procedure.
11
Why the Final Cost Is Higher Than the Government Fee
The government fee is only one part of the expenses.

For example, when incorporating a PT PMA, it is not enough simply to pay the government fee.

It is also necessary to:
  • select the company structure;
  • review the business activity;
  • select suitable business activity codes;
  • prepare incorporation documents;
  • execute notarial deeds;
  • submit documents to government systems;
  • obtain the NIB;
  • review tax matters;
  • check the registered address;
  • prepare the next licensing steps, if required.

Therefore, the final cost always consists of several blocks.

If you see an official tariff of IDR 5 million, this does not mean that the entire PT PMA incorporation procedure costs IDR 5 million.

It is only the government fee for a specific action.

The same applies to trademarks.

The government registration fee is not the full cost of trademark registration.
Additional work may include:
  • name availability check;
  • class selection;
  • application preparation;
  • filing;
  • responses to requests;
  • support until the result.
12
What to Check Before Opening a PT PMA
Before opening a PT PMA after 1 August 2026, you should check not only the new government fee.
You should review the entire structure.
What to Check
Why It Matters
Business activity
It determines codes, licenses, and restrictions for foreign nationals
Business activity codes
An error in the code may create problems after registration
Investment plan
A PT PMA usually falls into the category with capital above IDR 5 billion
Address
Some activities may require a real office
Permits
NIB is not always enough
Taxes
The company receives obligations after registration
Roles of foreign nationals
KITAS should match the person’s actual role
Budget
After 1 August 2026, old estimates may no longer be accurate
The main mistake is calculating only company registration.
A PT PMA should be opened for the actual business, not for the cheapest registration scenario.
13
What to Check Before Registering a Trademark
Before registering a trademark, you should check:
  • who will be the applicant;
  • whether the applicant belongs to a preferential category;
  • in which classes the trademark should be registered;
  • whether the trademark is used only in Indonesia or also in other countries;
  • whether similar registered trademarks already exist;
  • who actually owns the trademark;
  • whether the trademark is connected to the PT PMA;
  • whether the name, logo, or both should be registered;
  • whether there is a risk of dispute with a partner, contractor, or franchisee.

If the trademark is important for the business, registration should not be postponed.

The cost of registration has increased, but a dispute over the trademark may cost more.

This is especially true if you have already invested in:
  • website;
  • Instagram;
  • packaging;
  • signage;
  • advertising;
  • franchise materials;
  • platform listings.

Common Mistakes
Mistake
Why It Is Risky
Using an old cost estimate
Tariffs changed after 1 August 2026
Thinking that the government fee depends on the agency
The government fee is the same for everyone
Treating the government fee as the full service cost
The final price includes notary, documents, and support
Ignoring PT PMA capital
For capital above IDR 5 billion, the fee increased the most
Postponing trademark registration
Trademark registration became more expensive, while the risk of losing the name remains
Amending company documents without a new estimate
Some corporate actions now cost more
Failing to distinguish PT, PT PMA, and PT Perseorangan
Different forms and categories may have different tariffs
Not checking what exactly is included in the price
The client may be comparing incomplete estimates
Opening a company based only on price
Cheap registration does not help if the structure does not fit the business

How Sunrise Business Helps Calculate the Cost
We do not begin with a general price.

First, it is necessary to understand what exactly you want to do:
  • open a PT PMA;
  • register a local company;
  • register a trademark;
  • renew a trademark;
  • amend the articles of association;
  • change director;
  • change shareholders;
  • change capital;
  • submit a notification through AHU;
  • liquidate a company;
  • correct old documents.

After that, we calculate the cost based on the current tariffs.

Sunrise Business helps:
  • determine the required procedure;
  • check the company category;
  • identify which government fee applies;
  • calculate notarial and support costs;
  • prepare documents;
  • submit documents through the required system;
  • check whether tariffs have changed;
  • explain what the final amount consists of.
The goal is not simply to quote a price.
The goal is to understand which path fits your situation and how much it will cost under the current rules.
